Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Arkansas.
Arkansas SNAP Income Limits
Arkansas applies Broad-Based Categorical Eligibility differently depending on the household: elderly or disabled households get a higher gross income limit of 165% of the federal poverty level, while other households are held to the standard federal limit of 130%.
In practice, that means Arkansas gives extra room specifically to seniors and people with disabilities — who often have higher medical and living costs — while working-age households without an elderly or disabled member still need to meet the stricter 130% threshold to qualify.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Card skimming and cloning has been a real problem for Arkansas SNAP households, and Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024. That authority has since expired, and the Arkansas Department of Human Services (DHS) has confirmed it cannot replace SNAP benefits lost to theft after the federal cutoff — there is currently no state-funded reimbursement program. In July 2025, DHS did roll out a centralized resource to make reporting and preventing fraud easier, even though it can't restore stolen funds.
If you believe your benefits have been stolen, change your PIN immediately and contact DHS to report the theft and request a replacement card.
