California's SNAP program is known statewide as CalFresh and is administered by the California Department of Social Services (CDSS) in partnership with county welfare offices. Once approved, benefits load monthly onto an EBT card — issued as the Golden State Advantage card — that works at grocery stores, farmers markets, and many online retailers.

Where You Can Use Your California EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com and Amazon, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to California.
California operates a SNAP Restaurant Meals Program. Eligible elderly, disabled, or homeless SNAP participants (and their spouses) can use their EBT card to buy prepared meals at participating restaurants statewide.
California SNAP Income Limits
California uses Broad-Based Categorical Eligibility to raise CalFresh's gross income limit to 200% of the federal poverty level, well above the standard federal SNAP threshold of 130%.
That means a much wider range of working and moderate-income Californians can qualify for CalFresh than the bare federal minimum would allow, and households who qualify this way typically aren't subject to a separate asset or savings test.

For each additional household member beyond 8, add about $947/month. Based on 2026 federal poverty guidelines at 200% — figures update annually and individual eligibility depends on more than gross income, so confirm your exact amount with California Department of Social Services (CDSS).
EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Card skimming — hidden devices planted on card readers or ATMs to steal card numbers and PINs — became a major problem for CalFresh households, with recipients at one point reporting roughly $20 million a month in stolen benefits statewide. Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024, and while that federal authority has since expired and not been renewed, California is one of the few states that has continued reimbursing victims using its own state funds.
To report stolen benefits, call the California Fraud Hotline at 800-344-8477, contact your county caseworker to file an EBT 2259 claim form within 90 days of the theft, and call EBT Customer Service at 1-877-328-9677 to cancel a compromised card. Never share your PIN, check your balance regularly, and take advantage of California's newer chip-and-tap Golden State Advantage cards, which the state credits with cutting reported EBT theft by roughly 83% since they began rolling out in 2025.
