Delaware calls its SNAP program the Food Supplement Program, administered by the Division of Social Services within the Delaware Department of Health and Social Services (DHSS). Approved households have their monthly benefit loaded onto an EBT card usable at grocery stores and other authorized retailers statewide.

Where You Can Use Your Delaware EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Delaware.
Delaware SNAP Income Limits
Delaware uses Broad-Based Categorical Eligibility to set the Food Supplement Program's gross income limit at 200% of the federal poverty level, well above the standard federal minimum of 130%.
That means a wider range of working and moderate-income Delaware households can qualify for food assistance than the bare federal rule would allow, generally without being subject to a separate asset or savings test.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Card skimming and cloning has been a problem for Delaware SNAP households, and Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024. That authority has since expired, and as of mid-2026 Delaware's Division of Social Services confirms it is no longer able to replace SNAP benefits stolen through fraud or other unauthorized transactions — there is currently no state-funded reimbursement path.
If you believe your benefits have been stolen, change your PIN immediately and contact the Division of Social Services to report the theft and request a replacement card.

Traveling or shopping online?
Delaware has no known policy that automatically blocks out-of-state or online transactions by default — your card works in other states — but DHSS recommends voluntarily locking your card between shopping trips (and relocking it right after) as a simple way to add extra protection.
