Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Wisconsin.
Wisconsin SNAP Income Limits
The federal SNAP gross income limit is ordinarily 130% of the Federal Poverty Level. Wisconsin uses Broad-Based Categorical Eligibility (BBCE) to raise that limit to 200% of the Federal Poverty Level for FoodShare applicants.
This allows a wider range of Wisconsin households, including many with moderate earnings, to qualify for FoodShare than the federal baseline alone would allow, and it generally eliminates the separate asset test for most applicants.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Wisconsin used temporary federal funding to replace FoodShare (SNAP) benefits stolen through card skimming and cloning between October 2022 and December 20, 2024. That authority has since expired, and the Wisconsin Department of Health Services (DHS) confirms stolen benefits currently are not replaceable — there's no state-funded program filling the gap.
If your Wisconsin QUEST card is compromised, report it to DHS right away, request a new PIN, and consider replacing the card. Reviewing your transaction history regularly through the ebtEDGE website or app is the best way to catch unauthorized use quickly.

Using Your Wisconsin EBT Card Out of State or Online
Traveling or shopping online?
Starting March 1, 2026, Wisconsin began blocking online and some out-of-state QUEST card purchases by default as a fraud-prevention measure — a blocked purchase shows as error code 62 at checkout. To shop online or out of state, call Wisconsin's QUEST Card Service at 1-877-415-5164 or use the "Protect My Account" option on the ebtEDGE website or app to temporarily unblock your card; a temporary unblock automatically resets to Wisconsin and its bordering states at midnight on the 1st of the month.
