Iowa's food assistance program is generally referred to as Food Assistance, the state's name for the federal Supplemental Nutrition Assistance Program (SNAP), and it's administered by Iowa Health and Human Services (Iowa HHS). Approved households have their monthly benefit loaded onto an Iowa EBT card, which is used like a debit card at grocery stores and other authorized retailers.
Because your EBT balance changes with every purchase and each new monthly deposit, checking it before you shop helps you avoid a declined transaction and plan your grocery trip.
Iowa had sought the most restrictive SNAP food-purchase waiver in the country, one that would have barred the use of SNAP benefits on any item subject to Iowa sales tax rather than just soda and candy. However, in June 2026 a federal court ordered that USDA's approval of Iowa's waiver be vacated, meaning the state's normal SNAP eligible-food rules currently remain in place rather than the stricter tax-based restriction the state had proposed.

Where You Can Use Your Iowa EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Iowa.
Iowa SNAP Income Limits
The federal SNAP gross income limit is normally 130% of the federal poverty level, but Iowa uses its Broad-Based Categorical Eligibility (BBCE) option to raise that ceiling to 160% of the poverty level.
This higher threshold means more Iowa households with modest incomes above the strict federal minimum can still qualify for food assistance, and states using BBCE, including Iowa, typically also eliminate a separate asset or resource test, so a car or modest savings generally won't disqualify an otherwise eligible household.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Skimming and card cloning have hit SNAP households in Iowa along with the rest of the country. Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024, but that authority has since expired and not been renewed — Iowa HHS's own guidance for a stolen card focuses on canceling and replacing the physical card and reporting the theft to law enforcement, not a guaranteed benefit-replacement program, and there's no confirmed state fund currently covering the gap left by the federal program's expiration.
If your card or benefits are stolen, contact Iowa HHS's EBT Customer Service immediately at 800-359-5802 to report the fraud and request a replacement card, and file a report with local law enforcement. Check your EBT account regularly for unauthorized activity and never share your PIN.

Traveling or shopping online?
Iowa has not announced an automatic block on out-of-state or online SNAP EBT transactions — your card should work anywhere SNAP is accepted nationwide. Because several neighboring and other states have recently begun defaulting new cards to a blocked status, it's worth watching for updates from Iowa HHS in case a similar policy is introduced.
