In Utah, SNAP is officially referred to as Food Stamps and is administered by the Department of Workforce Services (DWS), notably a workforce agency rather than a health or human-services department, since Utah ties food assistance closely to its employment services. Benefits load monthly onto the Utah Horizon Card, the state's EBT card.
Since January 1, 2026, Utah has restricted SNAP purchases of soft drinks, nonalcoholic, carbonated beverages sweetened with sugar or artificial sweeteners, under a USDA-approved waiver. Utah lawmakers notably narrowed the original proposal before it passed, so unlike some other states, candy purchases remain allowed; only soda-type drinks are off-limits for Horizon Card purchases.

Where You Can Use Your Utah EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Utah.
Utah SNAP Income Limits
Utah does not use Broad-Based Categorical Eligibility (BBCE) to raise SNAP eligibility, so it applies the standard federal gross income limit of 130% of the Federal Poverty Level. That means Utah relies on the baseline federal income and asset tests rather than extending eligibility further, as some other states choose to do.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Utah ran a federally funded program letting SNAP and financial-benefit recipients replace funds stolen through cloning, skimming, or phishing between October 1, 2022 and December 20, 2024 (with a final filing deadline of January 19, 2025). That federal authority has since expired and has not been renewed, so Utah does not currently have its own state-funded program guaranteeing reimbursement for benefits stolen after that window.
If your Utah Horizon Card benefits are stolen now, report it through the Utah Department of Workforce Services or by calling the Utah Horizon EBT Helpdesk at 800-997-4444, and use the card's lock feature and PIN change options right away to limit further loss.

Using Your Utah EBT Card Out of State or Online
Traveling or shopping online?
Utah doesn't automatically block out-of-state or online purchases, but the Horizon Card's self-service lock settings let you choose to lock your card everywhere, lock it everywhere except Utah (while still allowing online purchases), or leave it fully unlocked — a useful tool if you want extra protection without waiting for a default policy change.
