New Hampshire doesn't give its food assistance program a special nickname; it's simply called SNAP (Supplemental Nutrition Assistance Program), and it's run through the New Hampshire Department of Health and Human Services. Once approved, benefits are deposited monthly onto an EBT card that works like a debit card at grocery stores and other authorized retailers across the state.
Despite a relatively generous income limit, New Hampshire has historically had one of the lower SNAP participation rates in the country, ranking 32nd nationally for SNAP enrollment relative to its eligible population in 2020, with only about 40% of eligible adults age 60 and older actually enrolled. If you think you might qualify, it's worth applying even if you're unsure, since many eligible residents never do.

Where You Can Use Your New Hampshire EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to New Hampshire.
New Hampshire SNAP Income Limits
Federal SNAP rules normally set the gross income limit at 130% of the Federal Poverty Level. New Hampshire applies Broad-Based Categorical Eligibility (BBCE), which extends that limit to 200% of the Federal Poverty Level for most households.
That higher threshold means more New Hampshire families, including many with modest earnings from work, can qualify for food assistance than the base federal rule would allow. BBCE states generally waive the separate asset test as well, so a household's savings or vehicle value typically won't disqualify them.

Based on 2026 federal poverty guidelines at 200% — figures update annually and individual eligibility depends on more than gross income, so confirm your exact amount with New Hampshire Department of Health and Human Services (DHHS).

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
New Hampshire's Department of Health and Human Services (DHHS) states plainly that, as a result of the federal law change in December 2024, replacement of SNAP benefits stolen through card skimming, cloning, or similar fraud has ended — there is currently no state-funded program filling that gap. (Cash-assistance benefits are treated differently: DHHS recipients of cash benefits may still request replacement using Form 473, Attestation and Verification of Stolen Electronic Benefits, but that option does not extend to SNAP food benefits.)
If your SNAP card is compromised, still report it immediately to EBT Customer Service at 1-888-997-9777 (24 hours) to deactivate the card and request a new one, and change your PIN through the ebtEDGE website or mobile app. This won't recover stolen SNAP funds under current law, but it stops further loss.
